Pflegeeltern müssen körperlich und seelisch belastbar sein, das Alter der Pflegeeltern und das des Kindes sollte dem natürlichen Altersabstand zwischen Eltern und Kindern entsprechen. Wer ein Pflegekind aufnimmt, muss über ausreichend Wohnraum verfügen und materiell so abgesichert sein, dass er nicht auf das Pflegegeld zur Absicherung des eigenen Lebensunterhaltes angewiesen ist. Wer sich in der Bereitschaftspflege engagieren will, braucht viel Erfahrung in Erziehungsfragen. Eine pädagogische Ausbildung kann von Vorteil sein.

Officially, Haiti's international adoption process is back in business.

Yet U.S. adoption agencies remain wary and uncertain, while families may face years of limbo as they seek to adopt children orphaned by the January earthquake. Some had been to Haiti and met children before the quake, others eagerly started from scratch afterward.

"Er ist fett", sagt Noriel, 11. Der Junge hält sich das Bild ganz nah vor die Augen. Das Foto zeigt einen Fremden. "Er ist alt und hässlich." Auf seinem Kopf wachsen nur noch wenig Haare. Der Hals ist dürr und faltig. Die Brille hängt schief auf der Nase, trunken stiert der Mann zum Bildrand hinaus. Wie eine Puppe hält er eine zierliche Filipina im Arm, in Slip und knappem BH, auch sie schaut ins Leere.

"Er hat meine abstehenden Ohren", sagt Noriel, "meine große Nase." Er hat einen ähnlich hellen Hautton wie der Fremde. Die Kinder in der philippinischen Provinz rufen ihn "den Milchfisch". Er ist dem Mann auf dem Foto nie begegnet, und doch ist ihm der Mann vertraut. Noch einen Moment hält der Junge das Bild in den Händen, den Kopf schief gelegt, nachdenklich, bevor es seine Mutter wieder wegsperrt, in einen Koffer mit Vorhängeschloss.

Op dit moment houdt het WIO zich meer met de fundamentele behoefte van weeskinderen bezig dan met korte termijn voedselhulp. Het huidige wereldwijde adaptiesysteem is inefficiënt, duur en wordt geplaagd door administratieve romsplomp die de adoptie bijzonder vertraagt, wat niet in het belang van het kind is. De diplomatieke inspanningen van het WIO resulteren bij regeringen in alternatieve oplossingen. De zienswijzen ten opziche van deze inefficiëntie processen leidt bij professionals tot logische alternatieven.

Maharashtra officials linked to adoption scam: CBI Aditya Kaul / DNA Tuesday, May 18, 2010 0:31 IST Email Print Share New Delhi: The Central Bureau of Investigation (CBI) suspects the connivance of government officials with a Pune-based foundation in a racket involving the kidnapping of children of poor families and putting them up for adoption. The agency has booked Joginder Singh Bhasin, managing trustee of the Balwant Kartaar Foundation, also known as Preet Mandir, in this connection. The CBI, in its FIR against the managing trustee and others, has alleged that between 2002 and 2010, Bhasin and associates kidnapped children belonging to poor families in Maharashtra under a criminal conspiracy. Preet Mandir has rebutted the allegation and said all its adoption cases followed a judicial process. The CBI’s statement said: “He (Bhasin) used to send the children for inter-country adoption and extorted huge amounts of money from the adopting parents…Plus, he was also into illegal trafficking of children. For this purpose, he had opened a rehabilitation centre at Kanhe Phata,” it added. The agency filed the FIR after being directed by the Mumbai high court to do so. Maintaining that the racket could not have thrived for so long without the active support of officials of the state government, the CBI said: “Some officials of the Maharashtra government connived with Bhasin. He managed to traffic children to his rehabilitation centre Kanhe Phata in Pune in violation of existing norms.” Preliminary investigations have found that Bhasin extorted money from Indian parents. “The amount prescribed in adoptions is Rs25,200 per case. In as many as 70 instances between 2005 to 2010, he charged money in excess of Rs50,000,” the statement added. Evidence has also emerged that he had misappropriated nearly Rs26 lakh from the Balwant Kartaar foundation during 2002 to 2007 by using his personal credit card. “He also used to fraudulently procure rejection slips of Indian parents with a motive to use them to send children for foreign adoptions,” CBI release stated. The CBI’s case is the outcome of criminal writ petitions filed by NGO’s Advait foundation and Sakhee in 2006 and 2007. Reacting to the CBI’s charge, the agency’s spokesperson said adoptive parents were given children only after obtaining orders from the family court or the district court. ''Each and every child was admitted to Preet Mandir through judicial process and every child was given in adoption after completing all legal formalities as per the government’s Cara (Central Adoption Resource Authority) guidelines, the Juvenile Justice Act, 2000, as well as Supreme Court directions,” he said. Preet Mandir has given more than 2,000 children in adoption in the past 33 years, he added. With regards to the charge that the Kanhe Phata rehabilitation centre was opened for illegal activities, Preet Mandir said the centre was opened after obtaining the necessary licences from the state government and that it was closed after a damaging TV report in 2006. Eine Hamburger Adoptionsvermittlung steht im Verdacht, widerrechtlich Kinder aus Russland nach Deutschland vermittelt zu haben. Nach vierjähriger Ermittlung hat die Staatsanwaltschaft Hamburg nach Informationen von NDR 90,3 und NDR Info jetzt Anklage gegen drei Hauptverantwortliche des Vereins International Child's Care Organisation (ICCO) wegen gewerbsmäßigen Kinderhandels erhoben.

In dem Fall geht es um kleine Kinder aus Russland, die zwischen 2003 und 2006 von Paaren in Deutschland adoptiert wurden. "Die Staatsanwaltschaft hat Anklage erhoben wegen 30 Fällen von verbotener Kindervermittlung. Hierbei handelt es sich überwiegend um Mädchen und Jungen, die heute schätzungsweise zwischen fünf und zehn Jahre alt sind. Diese Kinder stammen nach unseren Erhebungen entweder aus sozial schwierigen Verhältnissen oder waren Waisenkinder", sagte der Sprecher der Hamburger Staatsanwaltschaft, Wilhelm Möllers. Die Kinder waren Möllers zufolge zwar zur Adoption freigegeben, dem Verein habe jedoch die notwendige Erlaubnis der russischen Behörden gefehlt. "Zum einen hatte der Verein keine Lizenz, in Russland selbst tätig zu werden, und zum anderen war es dem Verein nach unseren Erkenntnissen und nach unserer Beurteilung verboten, über die Zwischenschaltung einer dritten Person, hier eines amerikanischen Unternehmens, Adoptionen durchzuführen."

We have had the chance to review the videos that were presented on the YouTube page. These are the same videos submitted by Sue Hedberg at Celebrate Children International. We have had a chance to review these videos and to review the documentation submitted by the local government entities that accompanied these relinquishments. Two US Embassy Fraud Prevention Assistants watched these videos with the consular officer. We were not able to find any irregularities in either video. Although someone unfamiliar with the adoption process may see these videos as unusual, in fact many adoption agencies in Ethiopia interview the birth parents – on video – as a way to verify the parent’s understanding of the adoption process as well as create a record for the adoptive child to view someday. Perhaps CCI could have used a more professional videographer and a prepared script to prepare the prospective adoptive parents for the shock that this process may cause, thus preventing the level of discomfort that you are feeling. However, we saw no misconduct or irregularities in these videos. The parents who relinquished these children had done so even before the children had been referred to your family. Since then, it appears that your family has sent several friends, as well as media representatives, with the apparent goal of discovering if the families had been coerced into relinquishing these children. From what we understand, the parents have told these people the same story that you can see on the video, that they did indeed mean to relinquish their children. They have told the same story to four different sets of people and each time the story remains the same, that the families legally relinquished their children and the children were placed in an orphanage and referred to the Urban family. The relinquishments are legal, according to the laws of the country of Ethiopia. If you have any additional information that you would like to be reviewed, please feel free to send it. However, please be aware that since visa's are not pending on the children in question, and our preliminary inquiry did not show any criminal fraud/intent, this case will have a lower priority than others.
