The director of Unicef ??in Belgium, Bernard Sintobin, resigns temporarily after just one week because he may have been involved in child trafficking and adoption fraud. According to Belgian media, a judicial investigation is being conducted into an adoption agency from Wallonia where Sintobin was a director.

The 67-year-old Bernard Sintobin was appointed last Monday at the Belgian division of Unicef, the children's rights organization of the United Nations. He would combine the position with his job as a business manager at a publishing house.

The federal public prosecutor confirms to Belgian media that research is being done on the adoption agency Hacer Puente. The agency was co-founded in the 1980s by Sintobin. He had just adopted three children from Guatemala and wanted to help other prospective parents with the administration needed to adopt a child from that country.

Counterfeit papers

After the announcement of the appointment of Sintobin, a storm of criticism broke out. Two women told their story in January in a documentary on Belgian television. They returned to Guatemala with program maker Eric Goens. They discovered there that their adoption papers were forged. One of the women also found her biological parents.

According to Goens, children in Guatemala were taken away from their parents. They were then offered for adoption to western couples. The brain behind the abductions is said to have been the sister-in-law of the then dictator Óscar Mejía.

The Sintobin office did business through this sister-in-law. He was responsible for the Flemish dossiers. According to Sintobin, nothing illegal happened. "Just because someone is a dictator does not mean that the rest of his family is corrupt," he says.

Never a suspicion

Goens does not believe in the innocence of Sintobin. "We have found countless evidence of forged papers. It cannot be that they never had a suspicion at Hacer Puente," he says in the Belgian media.

Because of the fear of image damage, Unicef ??asked Sintobin to step back temporarily. The organization says it is waiting for new data, but is now convinced of the innocence of Sintobin.

At the end of last year it was announced that an independent committee is investigating illegal adoptions of children from abroad in the Netherlands. Dutch government officials were possibly involved in abuses in adoptions from South America.

Het federaal parket bevestigt aan Belgische media dat er onderzoek wordt gedaan naar het adoptiebureau Hacer Puente. Het bureau werd in de jaren 80 mede opgericht door Sintobin. Hij had toen net drie kinderen uit Guatemala geadopteerd en wilde andere wensouders helpen bij de administratie die nodig is om een kind uit dat land te adopteren.

Vervalste papieren

Na de bekendmaking van de aanstelling van Sintobin kwam er een storm van kritiek los. Twee vrouwen deden in januari hun verhaal in een documentaire op de Belgische televisie. Ze keerden met programmamaker Eric Goens terug naar Guatemala. Ze ontdekten daar dat hun adoptiepapieren waren vervalst. Een van de vrouwen vond ook haar biologische ouders terug.

Volgens Goens werden kinderen in Guatemala bij hun ouders weggehaald. Daarna werden ze ter adoptie aangeboden aan westerse stellen. Brein achter de ontvoeringen zou de schoonzus van de toenmalige dictator Óscar Mejía zijn geweest.

Het bureau van Sintobin deed zaken via deze schoonzus. Hij was daarbij verantwoordelijk voor de Vlaamse dossiers. Volgens Sintobin gebeurde er niets illegaals. "Omdat iemand dictator is wil niet zeggen dat de rest van zijn familie ook corrupt is", zegt hij.

Nooit een vermoeden

Goens gelooft niet zo in de onschuld van Sintobin. "We hebben talloze bewijzen van vervalste papieren gevonden. Het kan toch niet zijn dat ze bij Hacer Puente nooit een vermoeden hebben gehad", zegt hij in de Belgische media.

Vanwege de angst voor imagoschade heeft Unicef aan Sintobin gevraagd om tijdelijk terug te treden. De organisatie zegt nieuwe gegevens af te wachten, maar is ondertussen overtuigd van de onschuld van Sintobin.

Eind vorig jaar werd bekend dat in Nederland een onafhankelijke commissie onderzoek doet naar illegale adopties van kinderen uit het buitenland. Nederlandse overheidsfunctionarissen waren mogelijk betrokken bij misstanden bij adopties uit Zuid-Amerika.
