True to its principles, the Red Cross does not represent any political, religious, or ideological beliefs. Nor does it make recommendations on issues subject to referendums. It primarily shares its expertise with the Red Cross Parliamentary Group through the "Standpunkte" information bulletin.

Editorial

The overriding principle of the Swiss Red Cross (SRC) is humanity. Wherever the interests of particularly vulnerable people are at stake, the SRC advocates for their concerns. Against this backdrop, the SRC comments on the following topics and on matters up for discussion during the fall session.

Strengthening Switzerland’s global role as a “humanitarian hub”

The Swiss Red Cross advocates for a strengthening of Switzerland's humanitarian role. As the depositary of the Geneva Conventions and with the instrument of international cooperation, Switzerland can have a global impact as a "humanitarian hub" by contributing to the strengthening of international humanitarian law and promoting stability and security.

International adoptions: Protecting the child's best interests and the right to know one's parentage

The Swiss Convention on the Rights of the Child (SRC) points out that abusive adoptions have serious human consequences. Rules governing international adoptions must therefore guarantee the unconditional protection of the child's welfare and the family of origin. This includes comprehensive and effective support in tracing the child's origins, as well as a complete investigation of adoptions.

Disaster relief in Switzerland: Involvement of all competencies

The Swiss Red Cross welcomes considerations for creating a legal basis for disaster relief in Switzerland. To ensure that the affected population receives the necessary assistance as quickly as possible after disasters like the one in Blatten, the capacities and expertise of aid organizations and civil society must be incorporated.

Humane implementation of the EU Migration and Asylum Pact

The ICRC welcomes the fact that the implementation of the EU Pact on Migration and Asylum partially includes provisions to safeguard the rights of persons seeking protection. However, greater use should be made of the existing scope for a humane implementation of the Pact:

Switzerland's participation in the solidarity mechanism is crucial to counteracting the largely restrictive elements of the pact with a humanitarian element. The framework envisaged for the solidarity measures must allow for effective Swiss participation and should prioritize the instrument of relocation.

The ICRC welcomes the provision of legal representation for minors and asylum seekers throughout all stages of the procedure. At the same time, the ICRC regrets that this will not be available to all asylum seekers from the beginning of the review process.

The Swiss Red Cross recommends rejecting the motions. Resettlement programs represent the only way for certain refugee groups to gain legal and safe access to protection. Switzerland is already extremely cautious about resettlement, and the asylum situation and the cantons' capacities are taken into account.
