Romania: increasing the number of infants abandoned in hospitals 
And 'increasing the number of infants abandoned in Romanian maternity hospitals, in the first three months of 2010 were left 342 children, 88 more than last year. It 'as announced that the National Authority for Protection of the Family and the Rights of the Child (ANDPC) in Bucharest that drew an initial report on the phenomenon of early Romanian hospitals. Would be 118 babies abandoned in maternity wards, 181 departments of pediatrics, 43 in other departments of hospitals. 

To reduce the abandonment of the Romanian authorities have introduced a measure to ensure, under the emergency, the name and identity number (CNP) infants abandoned in hospitals.Under this measure employees of the Registry Office should issue within 30 days of the birth of children, birth certificates giving the name and identity number for babies abandoned by their mothers in maternity wards of hospitals. With this new measure babies abandoned in Romanian hospitals will see their guaranteed right to identity from birth, without waiting months and years as it was until today. With the decision to issue the document of birth of the baby will be made within 30 days since its abandonment in the hospital wards, the registration will be done in small registers and municipalities of the city where the baby was found. 

Meanwhile in Romania continues to mobilize Romanian associations for reopening the international adoptions. The campaign of pro-adoption lobby continues to collect signatures: almost 10 thousand accessions reached up to now in the streets of Romanian cities from volunteer associations that promote the campaign to collect signatures to present to the Romanian Parliament to request the amendment of Law 273 / 2004. Link to petition>>

Romania: in aumento il numero di neonati abbandonati negli ospedali

E’ in aumento il numero dei neonati abbandonati nei reparti di maternità degli ospedali rumeni; nei primi tre mesi del 2010 sono stati lasciati 342 bambini, 88 in più rispetto all’anno scorso. E’ questo il dato reso noto dall’Autorità Nazionale per la Protezione della Famiglia e dei Diritti dell’Infanzia (ANDPC) di Bucarest che ha tracciato un primo bilancio sul fenomeno degli abbandoni negli ospedali rumeni. Sarebbero 118 i neonati abbandonati nei reparti di maternità, 181 nei reparti di pediatria, 43 in altri reparti degli ospedali.

Per ridurre l’abbandono le autorità rumene hanno previsto un provvedimento per garantire, in regime di emergenza, il nome ed il codice numerico personale (CNP) ai neonati abbandonati negli ospedali. In base a questo provvedimento i dipendenti degli Uffici di Stato Civile dovrebbero rilasciare, entro 30 giorni dalla nascita dei bambini, i certificati di nascita assegnando il nome e il codice numerico personale ai neonati abbandonati dalle mamme nei reparti di maternità degli ospedali. Con questa nuova misura i neonati abbandonati nei nosocomi rumeni potranno vedere garantito il loro diritto all’identità già dalla nascita, senza aspettare mesi e anni come avveniva fino ad oggi. Con il provvedimento il rilascio del documento di nascita del neonato sarà effettuato entro 30 giorni dal momento del suo abbandono nei reparti degli ospedali; la registrazione del piccolo verrà fatta nei registri dello Stato civile e dei comuni della città in cui é stato trovato il neonato.

Intanto in Romania prosegue la mobilitazione delle associazioni rumene per la riapertura delle adozioni internazionali. La campagna di lobby pro-adozioni continua a raccogliere firme: sono quasi 10mila le adesioni raggiunte fino ad oggi nelle piazze delle città rumene dai volontari delle associazioni che promuovono la campagna di raccolta firme da presentare al Parlamento rumeno per chiedere una modifica della legge 273/2004. Obiettivo della campagna è quello di raggiungere quota 100mila firme per far sì che le istituzioni rumene prendano in esame la proposta pro-adozioni presentata dalle associazioni.
