Baku-Four children might be adopted by foreigners this year

The State Committee for Family, Women and Children Affairs (SCFWCA) informed that till march, 2011 four foreigner families have been applied to adopt a child. The sector director of the Committee Vasila Mohsumova said that those foreigners’ documents will be checked, if they do not have any problems at that time it will be given a positive response to the foreign families:
“The figures have been changed comparing from the previous years: six children in 2007, two children in 2008, two children in 2009 and two children were adopted by foreigners in 2010”.
According to Vasila Mohsumova mentioned that mostly citizens from the U.S.A, Europe and Russia apply us to adopt azerbaijani children.
“The children who were given to the foriegners mostly not so healthy, sometimes we give disadventages children to them with serious disease or phycial defect. Azerbaijani families do not adopt those children. However, foriegn families do adopt them and they take treatment and bring back them to the normal life style”.
The Committee has specific information about preference during adoption of a child. Moreover, foriegners prefer to adopt children until the age of three. However, Azerbaijani families incline to adopt healthy boy children who are under the age of one. In contrast foreign families do not pay attention whether a child is boy, or girl.
The Committee has a control over the adopted children by foreigners:
“By every six months the official reports about the adopted children are sent to the Committee twice a year. Moreover, each country has a central institution which engaged with adoption between countries. The Central institution of the same country presented documents which reflected it’s all information about the children- their life, education, healthy and 15 minutes video view and photos.We take these reports every six month.”
The sector director emphasized that there were no cancellation of adoption among the foriegners: “Cancellation of adoption carried out following the law in the court. Adoption of the children by foriegners are not canceled until this time. It is observed in local families”.
According to the Ministry of Justice (www.justice.gov.az) 4393 children were adopted by local families during the four years (2005-2009). Out of these 341 children’s adoption had been canceled.
