83 orphans shifted from errant Rourkela home

ROURKELA: As many as 83 inmates of Sarbabhoutika Anatha Sishu Ashram were shifted to different orphanages here on Wednesday after it was proved that the orphanage has violated norms of Juvenile Justice (Care & Protection of Children) Act (JJ Act). The nephew of this private orphanage owner was arrested on Sunday following allegations of sexual abuse brought against him by a girl inmate. He has been identified as Deepak Bal.
Following complaints against private orphanages in the district, Sundargarh collector Roopa Roshan Sahoo passed an order to verify the documents and ground realities of all orphanages. Accordingly the Sarbabhoutika Anatha Sishu Ashram at Basanti Nagar here was raided on Sunday by a team led by sub-collector (Panposh) S B Mishra. The officials came across many irregularities and sexual abuse. "We found that the orphanage does not have permission to operate besides violating JJ Act norms," said Mishra. "So the administration decided to shift all inmates to other orphanages," he added.

"After medical check-up, 73 inmates were shifted to SOS Children's Village, Gurukul Ashram, ChildLine and Sishu Bhawan," Mishra added. "Ten major girls, including the one who had allegedly faced sexual abuse, who were earlier shifted to ChildLine, were moved to 'Swadhara' in Sundargarh, a shelter house for women," Mishra said.
The district administration has identified 42 childcare institutions, including 19 in Rourkela and Panposh sub-divisions.
"All childcare institutions in the district would be verified by the administration," Mishra said. "Besides asking them to comply with childcare norms, the in-charge of the orphanages would also be sensitized about the provisions of JJ Act," Mishra said.
