The procedures for institutionalized children victims of abuse: the case of Bulgaria and the details of Ai.Bi.

In " L'Espresso "11 January 2013 was published an article by journalist Fabrizio Gatti in which it refers to some facts related to the adoption of three children made in Bulgaria at an institution through Ai.Bi. Association of Friends of Children, body authorized under applicable law.

The article refers to some "facts" that occurred in the institution in which they lived Bulgarian adopted children.This applies, in particular, sexual behavior between children and sexual abuse by pedophiles adults. Of these facts, the article said, Ai.Bi. was aware.

This is misleading and severely damaging to Ai.Bi. as unfounded .

It is not true , in fact, that Ai.Bi. was aware of the described situations of abuse and pedophilia in Bulgaria.

First, it should be stated that cases of abuse in institutions are many and unfortunately this is one of the reasons why the Association for years, with the emphasis that is often criticized by many, left a message on the emergency alarmist child abandonment and urgency of action.

As you proceed in these cases?

If the case is known at the beginning of the process adopted, because it recognizes the card of the child prepared by the foreign authorities first pairing, then prepare the couple and, as long as you agree to adopt it, it will help you manage this reception with the support of professionals.

If, however, the problems of premature sexuality and abuse are discovered after - and this is indeed the case more often - through reporting of the parents of some abnormal behavior, is done and feeling the couple, together, studying which way to go and advising which specialists activate.

All cases so far identified have been addressed and resolved together, in close collaboration with families, sending the necessary and required information to the competent authorities after verifying the existence of the problems highlighted.

Notwithstanding that Ai.Bi. acts with the aim of protecting the interests of the children involved, compared to the case of Bulgaria quoted in the Espresso is how the facts are .

As is well known in Bulgaria, being a country that has ratified the Hague Convention of 1993, the reporting of minor and matching are offered directly by the Central Authority of the country of origin. In the health records of those three children was not anything out of the ordinary or anything he had experienced during the adoption of which is regularly completed.Up to four months after the return of the family in Italy has never found anything that would indicate the "facts" reported in the article.

That said, about three months ago, the family in question contacted the president of Ai.Bi. his personal cell phone and, on the same day of the call in which the adoptive parent had expressed concerns, the couple was seen by the psychologist Ai.Bi., the same who had followed her throughout the process, from the local institution.

At the end of the session in which it was found that the children had told their parents that they had each other sexualized behaviors , the couple were advised to activate a path at some child psychiatrists, specialists jurisdiction. The aim was to find out what really happened in the past of children following the usual protocol, but the family refused the proposal stating that you wish to proceed independently.

The board of a valid contact with professional knowledge of Ai.Bi. was reaffirmed by the couple just a few days later, during a subsequent meeting at the local level with a lawyer network Ai.Bi., but on that occasion the couple expressed his desire to proceed independently .

Following the Association, also in view of its obligation to submit periodic reports to the authority Bulgarian, since the first post-adoptive relationship was entirely positive and alien to the new circumstances that the family referred to voice, has repeatedly asked in vain to get the medical records of specialist meetings where parents reported having subjected their children.

To date, the Agency has not been put in a position of having no relation to document expert on these "facts", as it is necessary in such cases. The only specialized information held by Ente are and continue to be those drawn from his psychologist who is not - it is worth repeating - no abuse or evidence relating to situations of pedophilia, but only the story reported sexualised behavior among children .

Ai.Bi., which in recent months has been waiting to receive appropriate documentation to clarify the origins of these behaviors, informed the CAI soon after he learned for the first time on 3 January 2013, through the questions addressed to it by the journalist 'Espresso, the probable "existence of a network of pedophiles."

The article published by the magazine L'Espresso also contains inaccuracies with respect to statements made by Griffini during the interview: it was never stated that he had been informed "immediately" the Commission Adoptions (because it could not be made about a non-specific in any way related to "pedophilia"!). It 's true, however, that Griffini said he had activated "immediately" its channels of support for the couple making it possible to meet with the psychologist on the same day when the couple phoned alarmed by the behavior of their children.

What remains is the bitterness and lack of understanding of the attitude of the couple, as it would have been sufficient cooperation from the usual and normal family to enable a timely manner, the official channels, in order to avoid any negative impact on the children involved.

Ai.Bi. asked the Express, even in the exercise of their right of reply under Article 8 of the law on the press, the right to publish realized the facts, such as the above, it is not acceptable that the name of the body be matched to the binomial "adoptions-pedophilia" because of the reported "pedophilia" Ai.Bi. learned only by what is written by the journalist.

Le procedure per i minori istituzionalizzati vittime di abusi: il caso della Bulgaria e le precisazioni di Ai.Bi.

Ne “l’Espresso” dell’11 gennaio 2013 è stato pubblicato un articolo del giornalista Fabrizio Gatti nel quale si riferisce di alcuni fatti legati all’adozione di tre minori realizzata in Bulgaria presso un istituto per il tramite di Ai.Bi. Associazione Amici dei Bambini, ente autorizzato ai sensi della legge vigente.

Nell’articolo si fa riferimento ad alcuni “fatti” verificatisi nell’istituto bulgaro nel quale vivevano i minori adottati. Si riferisce, in particolare, di comportamenti sessuali fra minori e di violenze sessuali da parte di pedofili adulti. Di questi fatti, secondo l’articolo, Ai.Bi. sarebbe stata al corrente.

Questo messaggio è fuorviante e gravemente dannoso per Ai.Bi. in quanto infondato.

Non è vero, infatti, che Ai.Bi. era al corrente delle descritte situazioni di abusi e pedofilia in Bulgaria.

Innanzitutto occorre premettere che i casi di abuso negli istituti sono purtroppo tanti e questo è uno dei motivi per cui l’Associazione da anni, con l’enfasi che spesso viene criticata da molti, lancia un messaggio allarmistico sulla emergenza dell’abbandono minorile e sulla urgenza di intervenire.

Come si procede in questi casi?

Se il caso è noto all’inizio dell’iter adottivo, perché se ne dà atto nella scheda del minore preparata dalle autorità estere prima dell’abbinamento, allora si prepara la coppia e, sempre che accetti di adottarlo, la si aiuta a gestire questa accoglienza con il supporto di professionisti.

Se invece i problemi legati alla sessualità precoce e agli abusi vengono scoperti dopo – ed è questo il caso che ricorre con maggiore frequenza -, tramite segnalazione dei genitori di qualche comportamento anomalo, si interviene sentendo la coppia e, insieme, studiando quale strada percorrere e consigliando quali specialisti attivare.

Tutti i casi fino ad ora emersi, sono stati affrontati, accompagnati e risolti, in stretta collaborazione con le famiglie, inviando le necessarie e dovute informazioni alle autorità competenti una volta verificata l’esistenza dei problemi evidenziati.

Fermo restando che Ai.Bi. agisce sempre con l’obiettivo di tutelare gli interessi dei minori coinvolti, rispetto al caso della Bulgaria citato ne l’Espresso ecco come sono andati i fatti.

Com’è noto in Bulgaria, essendo un Paese che ha ratificato la Convenzione de L’Aja del 1993, la segnalazione dei minori e l’abbinamento vengono proposti direttamente dall’Autorità centrale del Paese di origine. Nelle schede sanitarie di quei tre minori non risultava nulla di anomalo né nulla si era manifestato nel corso dell’adozione che si è regolarmente conclusa. Fino a quattro mesi dopo il rientro della famiglia in Italia non è mai emerso nulla che lasciasse presagire i “fatti” riferiti nell’articolo.

Ciò premesso, circa tre mesi fa la famiglia in questione contattava il presidente di Ai.Bi. al suo cellulare personale e, nello stesso giorno della telefonata in cui il genitore adottivo aveva espresso delle preoccupazioni, la coppia veniva vista dalla psicologa di Ai.Bi., la stessa che l’aveva seguita per tutto l’iter, presso la sede locale dell’ente.

Alla fine della seduta, nella quale era emerso che i minori avevano riferito ai genitori di avere avuto tra loro dei comportamenti sessualizzati, alla coppia veniva consigliato di attivare un percorso presso alcuni specialisti neuropsichiatri infantili competenti in materia. Lo scopo era quello di verificare cosa fosse realmente accaduto nel passato dei bambini seguendo il consueto protocollo, ma la famiglia rifiutava la proposta dichiarando di volere procedere autonomamente.

Il consiglio di attivare un contatto con professionisti di conoscenza di Ai.Bi. veniva ribadito alla coppia anche pochi giorni dopo, nel corso di un successivo incontro a livello locale con un avvocato della rete di Ai.Bi., ma anche in quella occasione la coppia manifestava la propria volontà di procedere in autonomia.

In seguito l’Associazione, anche in vista del proprio obbligo di inviare le relazioni periodiche all’autorità bulgara, poiché la prima relazione post-adottiva era del tutto positiva ed estranea alle nuove circostanze che la famiglia a voce riferiva, ha in più occasioni chiesto, invano, di ricevere la documentazione clinica degli incontri specialistici cui i genitori hanno riferito di avere sottoposto i propri figli.

A tutt’oggi l’Ente non è stato messo in grado di disporre di alcuna relazione documentale di esperti su questi “fatti”, come è invece necessario in casi del genere. Le uniche informazioni specialistiche in possesso dell’Ente sono e continuano ad essere quelle redatte dal proprio psicologo che non riguardano – è bene ribadirlo – alcun abuso né elemento relativo a situazioni di pedofilia, ma solo il racconto riferito di comportamenti sessualizzati fra i minori.

Ai.Bi., che è stata in questi mesi in attesa di ricevere idonea documentazione per chiarire le origini di quei comportamenti, ha informato la CAI subito dopo avere appreso per la prima volta il 3 gennaio 2013, tramite le domande rivoltele dal giornalista de l’Espresso, della probabile “esistenza di una rete di pedofili”.

L’articolo pubblicato dalla rivista l’Espresso contiene inoltre delle imprecisioni rispetto alle dichiarazioni rilasciate da Griffini nel corso dell’intervista: non è mai stato dichiarato che era stata informata “subito” la Commissione Adozioni (anche perché non la si poteva informare di fatti non specifici e in alcun modo legati alla “pedofilia”!). E’ vero, invece, che Griffini ha dichiarato di avere attivato “subito” i propri canali di sostegno per la coppia rendendo possibile l’incontro con la psicologa lo stesso giorno in cui la coppia ha telefonato allarmata dal comportamento dei propri figli.

Resta l’amarezza e la non comprensione dell’atteggiamento della coppia, in quanto sarebbe stata sufficiente una consueta e normale collaborazione da parte della famiglia per poter attivare, tempestivamente, i canali ufficiali, anche in modo da scongiurare eventuali ripercussioni negative sui minori coinvolti.

Ai.Bi. ha chiesto a l’Espresso, anche nell’esercizio del proprio diritto di replica previsto dall’art.8 della legge sulla stampa, di pubblicare il corretto reso conto dei fatti, come sin qui esposto, non essendo accettabile che il nome dell’Ente venga accostato al binomio “adozioni-pedofilia” visto che della riferita “pedofilia” Ai.Bi. ha appreso solo da quanto scritto dal giornalista.
