There are already two investigations into child protection procedures in Pest County, because two children were separated from their foster parents.

The director of the specialist service resigned after investigations were launched due to several questionable procedures of the PM Do. The couple’s torture began after they signaled they wanted to adopt the little boy, who had been raised from the age of nine. The government office decided last September to change the place of care for the child immediately. The proposal was made by the PM Tegyesz, the decision - without substantive justification - obliged the foster parents to hand over the child. The little boy has not been able to return to his usual environment since then.

They illegally took a little boy from his foster parents and did not tell him why

Foster parents have sent letters of complaint and appeals to all existing authorities and ministries, but investigations are still ongoing. The prosecution found that a number of offenses against foster parents had been committed by the guardianship authority and the child protection service. And the government office in the second instance instructed the first-instance guardianship authority to resume the procedure for changing the place of care. Currently, the adoption of the little boy has been suspended due to ongoing lawsuits.

According to information from 168 Hours, both cases - the case of the little girl and the little boy - are being prosecuted by the BRFK's Anti-Corruption and Economic Crime Department. BRFK has confirmed to our portal that in both cases a report has been received from the prosecutor's offices, the police are investigating an abuse of public office against a criminal, against an unknown perpetrator.

Our portal came into the possession of the police decision, in which the investigation into the case of the little boy was transferred from a rural captaincy to the BRFK. According to this, a report was made by the foster parents, in their opinion, the little boy was transported irregularly by the people of the professional service and the guardianship authority. And the Attorney General's Office found, to which the police decision also referred, that the specialist service had previously responded with unreasonable delay and incomplete to the foster parent's request that he wanted to adopt the little boy. The petition was not forwarded by PM Tegyesz to the guardianship authority, which has the power to deal with the application.

According to the police decision, there was a suspicion that the conduct of the PM Tegyesz employee caused unfair disadvantage to the foster parents.

The government office made its decision to change the place of care for the little boy on the basis of information from PM Tegyesz, claiming that the foster parent had not fulfilled his legal obligation. However, on the basis of the documents, it could not be established that the foster parent had breached his duty.

According to the police decision, there was also a suspicion that one of the employees of PM Tegyesz had contributed to the inclusion in the public document of false data, facts or statements. This, in turn, may also be suitable for the criminalization of forgery.

We were unable to get an explanation for the PM Do It procedure, nor why, despite the positive expert opinions, we had to take the little boy away from the foster parents. In the second-instance decision, the government office emphasized that the purpose of foster care is primarily the temporary care of the child and that the profession of foster parent is not for adoption purposes. We add that it is this clause that best explains what happened. Despite the fact that the law also provides an opportunity for a foster parent to adopt a child raised with him or her.

We also sent our questions to SZGYF a week ago. We asked who ordered the immediate highlighting of the two children, how immediate highlighting could have occurred without preparation, what justified the decisions, and whether a review would be initiated regarding the PM Do’s procedures. We have not received any answers yet.
