Membership of the Wereldkinderen Association (NLG 90, - per year) is a requirement for mediation. In order to cover the costs of the various stages of mediation, we request that you pay an advance twice on the total mediation costs. At registration you pay an amount of

NLG 600, consisting of NLG 100 registration fee and NLG 500 first deposit. This first advance is intended to cover the costs incurred during the determination of the mediation options by the Relationship Management and Information department. You pay the second advance of NLG 2,500 at the moment that, after consultation with you, the possibility of mediation has been promised. After receipt of this second advance, definitive placement on the waiting list will follow.

The remaining amount must be paid when you agree to the placement of a proposed child.

Other costs You have therefore already paid NLG 3,000 until a child is proposed . You deduct this NLG 3,000 from the total amount in the cost overview. You will then know what amount you have to pay. The total brokerage costs consist of:

The procedural costs abroad , consisting of costs including the costs of the translations and legal costs.

The care and other costs abroad . These are the costs of care for the child in a home or temporary host family, the costs of medical examinations and possible treatments and the organization of the adoption contact on the spot, such as the contact person of Wereldkinderen. In some cases, this also includes the donation to the home where the child comes from.

Travel costs, when it concerns an escort mediation .

In most cases, both parents, or in some cases one of them, must travel themselves. After a stay of one or more weeks, parents can then travel back with their child. In that case, you pay travel and accommodation costs yourself. In some countries it is mandatory to have the adopted child escorted. The total travel and accommodation costs differ per adoption country. An indication of the costs per country . This amount also includes the costs of necessary (exit) papers. The amount is based on the admission of one child.

Office costs, for example personnel costs and material costs (mainly telephone, postage and office supplies).

Other costs , such as for development and maintenance of adoption options. This includes, for example, examining mediation options in new countries and maintaining existing contacts.

Refund

Refund of the first advance (NLG 500) takes place:

If you withdraw before the mediation options have been established. So before you have had a conversation with a social worker from the Relationship Management and Information department.

In the event of the death of (one of) the parents.

If Wereldkinderen cannot mediate because there are no mediation options. In practice this rarely happens; you are usually eligible for a contact. The fact that this contact may not be in accordance with your wishes does not mean that Wereldkinderen cannot mediate and therefore does not entitle you to a refund.

If Wereldkinderen does not want to mediate. Wereldkinderen does not want to mediate if placement would be contrary to the best interests of the child.

If you terminate the procedure when you are definitely on the waiting list (ie: after you have paid NLG 2,500), a refund of NLG 1,500 will be made. The registration fee of NLG 100 will never be refunded.

Interim increase

The parental contribution is increased annually, if possible limited to an inflation correction. It goes without saying that we try to inform the parents of an imminent increase at the earliest possible stage. Wereldkinderen has introduced a payment system that somewhat meets the consequences of (interim) increases.

As soon as you have accepted a proposal from a child, you will receive an invoice within one month with the amount of the mediation costs applicable at that time (of course minus the advance payment of NLG 3,000).

If you pay this amount within 20 days, you are further indemnified against any increases in the brokerage costs. If you do not pay within 20 days, we will charge the amount that applies on the day of arrival of your adopted child.

Tax deduction for adoption costs

In the year that the costs are paid, these are eligible for deduction under the Extraordinary Expenses item. There are three different stages in the adoption procedure. The costs that are eligible for deduction are indicated below per phase.

Obtaining consent in principle:

Costs (postage, telephone, copies) of contact with the Ministry of Justice, VIA office and the Child Care and Protection Board

Travel expenses related to the aforementioned institutions

Mediation phase:

All costs related to collecting, reproducing, legalizing, translating and sending the required papers for the foreign adoption procedure

Procedural costs abroad (for 1999 this amount is (1,674, - for one child, escort or self-traveler)

Escort: travel costs accompanying person and child (for 1999 this is (2.016, -)

Self-travelers: all costs related to traveling if you pick up your child yourself, including the costs on the spot if they are related to the adoption, and the travel costs of your child

Travel expenses to and from the Wereldkinderen office and Schiphol

Since 31 May 1995, an amount of 1,500.00 has been deductible from the office costs 6,595 (for escort) and 5,940 (for self-travel).

Adoption under Dutch law

Fee for the lawyer as well as postage, telephone and travel expenses

Translation costs for foreign papers.

In conclusion

Every year, a new rate for the mediation costs is included in the budget of the Wereldkinderen association. The ministry determines afterwards, on the basis of the annual accounts of Wereldkinderen, the exact amounts (procedure and travel costs) that qualify for deduction. For the time being, the procedure and travel costs stated on your account can be included in your tax return.

It will be appreciated that it is important to keep receipts for all expenses incurred in connection with the adoption procedure. In the explanatory notes to the income tax return form, please read in particular the rules that apply to eligibility for deduction under the Extraordinary Expenses item. A threshold applies, which means that adoption costs may not be deductible.
