The Bill for the Protection of Whistleblowers (hereinafter: the new law) is currently being discussed. This new law, which replaces the current House for Whistleblowers Act, has direct consequences for the work of the House for Whistleblowers (hereinafter the House).

As a competent authority, the House must have set up a reporting channel by 17 December 2021 for receiving and processing information about abuses with a social interest (hereinafter: abuses) and violations of Union law (hereinafter: violations). To enable effective communication with staff responsible for handling reports, the Whistleblowers Authority must have a channel that is user-friendly, secure, and ensures confidentiality in receiving and handling information provided by the reporter about breaches and suspected wrongdoing and which offers the possibility to store information permanently so that it can be further investigated. The notifications, questions and requests arrive at the front portal, where the selection should take place or whether there is a request for advice, a report in connection with an infringement, a report in connection with an abuse or a request for a treatment investigation. Due to the terms that apply in the event of a report in connection with a breach (and as of 17 December 2021, these terms also apply to reports in connection with wrongdoing), the internal process registration must be adjusted.

Due to the expected increase in activities due to the European Whistleblower Directive and new legislation, we are looking for temporary reinforcement by a process assistant.

As a process assistant, you are focused on process-related and administrative matters, you prepare (monthly) reports and agendas and you monitor and promote the progress and quality of the front portal and reporting process from your supporting role.

As a decisive employee, you are able to organize and support the administrative process of the work at the front portal. You organize your work as you see fit and largely set your priorities independently. Coordination of your activities takes place with a coordinator. You identify shortcomings in processes and procedures and initiate measures against them. You proactively contribute to the further development of the front portal and the reporting process. You ensure proper and careful registration and storage of the information received in the appropriate digital system. You provide support in the realization of the (draft) responses to the questions that come in, including making telephone and written contact with external experts or parties involved. You remain calm and professional when you encounter resistance and/or strong emotions in your external contact. Agenda management and reporting of consultations in the context of the front portal and reporting process are also part of your task. You are involved in the administrative handling of requests under the Public Access Act (Wob) and General Data Protection Regulation (GDPR) and coordinate this with the staff lawyer. The activities at the front portal take place in a politically and/or socially sensitive environment. You are able to switch quickly between the various activities in other departments of the House and you have knowledge of and/or affinity with the approach to reporting abuses.

Job requirements

HBO thinking and working level (legal/management) with relevant work experience.

Very good knowledge about the possibilities and the use of digital resources and common software and also has the

skill to deal with it.

High degree of care/accuracy.

Service orientation and empathy.

Good written and communication skills.

Being able to work in a structured and planned way (efficiently and effectively).

Decisive, independent and pro-active action.

Excellent command of the Dutch language.

Experience with the application of relevant laws and regulations (Wob and GDPR).

Demonstrable affinity or experience with issues that arise when reporting

abuses is an advantage.

Ability to handle confidential and (politically) sensitive information.

Advice Department

The employee is initially assisted by the Advice Department. He or she receives independent and confidential advice there. Is there indeed an error? What are the risks of making a report? How can the abuse be raised within the organization concerned? And what are the options if the organization does not handle the report properly?

There are also the Research and Knowledge & Prevention departments.

Investigation Department

The Authority itself can conduct an independent investigation into a suspicion of misconduct and/or into how the employer has dealt with the reporter. An investigation leads to an (anonymised) public report with possible recommendations.

Knowledge & Prevention department

In addition to its advisory and research tasks, the House has a Prevention department. This department is mainly aimed at the employer, who must ensure that abuses are prevented and reports are not necessary. And that the organizations deal with them properly and adequately, should they prove necessary.

The three-person board of the Whistleblowers Authority is supported by a bureau of approximately 25 FTEs in total, which consists of the Advice, Investigation, Knowledge & Prevention and staff departments, all headed by a director. As a coordinator you are part of the Advice department.
